Cleopa David Msuya is most famous for serving as Tanzania's Prime Minister twice—first from 1980 to 1983 and again from 1994 to 1995—and as First Vice President from 1990 to 1995. He was the only Tanzanian to have been appointed Prime Minister by two different presidents, Julius Nyerere and Ali Hassan Mwinyi, and was a key figure in the ruling Chama Cha Mapinduzi (CCM) party until his retirement in 2000.
