Valentinien Ier (en latin : Flavius Valentinianus), né en 321 et mort le 17 novembre 375, est un empereur de l’Antiquité tardive régnant de 364 à 375 et résidant principalement à Trèves de 365 à 375. Il gouverne la partie occidentale de l’empire, tandis que son frère Valens règne sur la partie orientale. Valentinien entretient des rapports difficiles avec l’aristocratie sénatoriale et préfère s’entourer de conseillers, pour la plupart militaires, dont bon nombre viennent comme lui de Pannonie. Sur le plan intérieur, il accorde une attention aux plus pauvres, réformant le régime de propriété du sol ainsi que le dispositif de taxation, créant un système rudimentaire de santé publique et donnant dans les grandes villes une importance nouvelle aux « protecteurs du peuple » chargés de veiller à ce que justice soit rendue aux plus démunis.
