Valentin Sergueïevitch Pavlov (en russe : Валентин Сергеевич Павлов), né le 26 septembre 1937 à Moscou et mort le 30 mars 2003 dans la même ville, est un homme politique soviétique, devenu banquier après la dissolution de l'Union soviétique. Il fut le seul à porter le titre de Premier ministre de l'Union soviétique de janvier à août 1991 et fut à ce titre le dernier chef du gouvernement de l’URSS.
