Eustache Antoine François Joseph Louis Borno, né le 20 septembre 1865 à Port-au-Prince et mort le 29 juillet 1942 Pétionville, est un avocat et homme politique haïtien qui est président de la République de 1922 à 1930, durant l’occupation américaine. Il s'adonnait également à la poésie, au roman et à la musique. La fin de la Première Guerre mondiale et la défaite de l'Allemagne privent d'une part les rebelles haïtiens de leur principal soutien dans la guérilla, et de l'autre part soulagent les craintes des États-Unis quant à l'éventualité de la prise de contrôle d'Haïti par une puissance hostile. Néanmoins, l'occupation se poursuit après la fin de la Grande Guerre, malgré l'embarras dans lequel il plonge le président Wilson à la conférence de paix de Paris en 1919 et lors d'une enquête du Congrès américain en 1922.
